The Clean Heat Market Mechanism (Amendment) Regulations 2025
These Regulations amend the Clean Heat Market Mechanism Regulations in order to set the low-carbon heat target for the Clean Heat Market Mechanism’s (CHMM) second scheme year beginning 1 April 2026; this would remain the target for future scheme years in the event that a further amending instrument were not made in future. Additionally, the Instrument names the Microgeneration Certification Scheme as the sole certification scheme for the CHMM. The Nuclear Installations (Prescribed Conditions and Excepted Matter) Regulations 2025
These Regulations prescribe two additional conditions that must be satisfied for a site on which nuclear matter is disposed of to qualify as an excluded disposal site under the Nuclear Installations Act 1965 (the Act). If a site is excluded, the operator of that site is no longer subject to the nuclear third party liability regime established by the Act. The Ozone-Depleting Substances (Grant of Halon Derogations) Regulations 2025
These Regulations grants derogations from the end-date specified in the assimilated Regulation (EC) No 1005/2009 of the European Parliament and of the Council on substances that deplete the ozone layer to the Ministry of Defence (MOD) and Loganair with regard to the continued use of halon 1211 in portable fire extinguishers for the protection of cabins and crew compartments in certain aircraft. The Building (Amendment) (Wales) Regulations 2025
These Regulations amend the Building Regulations 2010 as they apply in Wales and related secondary regulations to add new technical requirements for certain new buildings, including provisions on digital connectivity and other specifically prescribed standards. They insert new regulation provisions that require details to be submitted to local authorities before work starts and include transitional arrangements so the new requirements do not apply to projects already underway. The Biocidal Products (Data Protection Periods) (Amendment) Regulations 2025
These Regulations amend the date set out in Article 95(5) of the Great Britain Biocidal Products Regulation (GB BPR) on which Regulatory data protection for active substances (those substances which produce the biocidal activity of a product) ends, from 31 December 2025 to 31 December 2030. It also makes minor consequential amendments to update the cross-references to the repealed Regulation (EC) No 1451/20074 in Article 95(3) and Article 95(5) of GB BPR to cross-refer to Regulation (EU) No 1062/20145. The Control of Mercury (Enforcement) (Amendment) Regulations 2025
These Regulations implement changes made to Regulation (EU) 2017/852 of the European Parliament and of the Council of 17 May 2017 on Mercury (the ‘Mercury Regulation’) which applies directly in Northern Ireland under the terms of the Windsor Framework. Regulation (EU) 2024/18491 of the European Parliament and of the Council of 13 June 2024 (the ‘EU amending regulation’), which amends the Mercury Regulation, introduces a prohibition on the import, export, and manufacturing of specific mercury-added lamps. The Control of Mercury (Amendment) Regulations 2025
These Regulations will add to the list of mercury added products whose export, import and manufacture is already prohibited in Great Britain.
