The Carbon Capture Revenue Support (Directions, Eligibility and Counterparty) Regulations 2024
These Regulations set out the meaning of ‘eligible’ in relation to a carbon capture entity as required under Chapter 1 Part 2 of the Energy Act 2023 (the Act). These Regulations establish the process by which the Secretary of State can direct a carbon capture counterparty to offer to contract with an eligible carbon capture entity, and set out requirements that certain information must be published by the counterparty in respect of contracts entered into, as well as requirements on the counterparty to promptly notify the Secretary of State if it is, or considers it is likely to be, unable to perform its functions. The Carbon Dioxide Transport and Storage Revenue Support (Directions and Counterparty) Regulations 2024
These Regulations are made using the powers at section 57 of the Energy Act 2023 (the Act) that enable the Secretary of State to make provisions, by way of regulations, about revenue support contracts in relation to carbon dioxide transport and storage. The Boiler Upgrade Scheme (England and Wales) (Amendment) Regulations 2024
These Regulations make changes to the Boiler Upgrade Scheme (BUS) Regulations 2022 to amend the eligibility criteria and to clarify existing requirements to improve scheme administration. It will introduce measures to increase flexibility to respond to market changes. It will also remove potential barriers to scheme uptake in response to feedback, including from the Boiler Upgrade Scheme Regulations Consultation which closed on 12 October 2023, and from the Environment and Climate Change Committee Inquiry. The Packaging Waste (Data Reporting) (No. 2) (Amendment) Regulations (Northern Ireland) 2024
These Regulations amend the Packaging Waste (Data Reporting) (No.2) (Northern Ireland) Regulations 2023 (the Data Reporting Regulations). The Data Reporting Regulations require producers of packaging to collect and report data on the amount and type of packaging that they place on the market. This data is required to calculate the fees that producers will be required to pay to cover the cost of managing this packaging as part of the Extended Producer Responsibility for packaging (pEPR) scheme from 2025, which will be implemented by separate legislation. The Water Supply (Water Fittings) (Scotland) Byelaws Extension Order 2024

The Plant Health (Export Certification) (Scotland) Amendment Order 2024
These Regulations amend the Plant Health (Export Certification) (Scotland) Order 2018 to introduce fees associated with the delegation of inspection functions. This will allow the Scottish Government to introduce the Plant Health Exports Audited Trader Scheme (PHEATS) in Scotland. PHEATS is a voluntary trade facilitation exports scheme currently for exporters of low-risk fruit, veg and cut flowers developed by the Department for Environment, Food and Rural Affairs (DEFRA). The Plant Health etc. (Miscellaneous Fees) (Amendment) (Wales) Regulations 2024
These Regulations amend the Plant Health etc. (Fees) (Wales) Regulations 2018 and the Plant Health (Fees) (Forestry) (Wales) Regulations 2019. It amends the fees for documentary checks relating to certain plants, plant products or other objects originating from an EU Member State, Liechtenstein or Switzerland. It also provides that no fee is payable for physical and identity checks relating to certain goods from EU Member States, Liechtenstein and Switzerland and provides exceptions to that rule. The Town and Country Planning (General Permitted Development) (Scotland) Amendment Order 2024
These Regulations amend the Town and Country Planning (General Permitted Development) (Scotland) Order 1992 (the GPDO). The GPDO grants planning permission for specified types of development, meaning development can take place without a planning application having to be submitted to – and granted by – the planning authority. These grants of planning permission under the GPDO are referred to as permitted development rights (PDR). PDR are typically subject to specific conditions and limitations to protect amenity and to control the impacts of the development which they permit.
