The Packaging Waste (Data Reporting) (England) (Amendment) Regulations 2024

These Regulations amend the Packaging Waste (Data Reporting) (England) Regulations 2023 (the Data Reporting Regulations). The Data Reporting Regulations require producers of packaging to collect and report data on the amount and type of packaging that they place on the market. This data is required to calculate the fees that producers will be required to pay to cover the cost of managing this packaging as part of the Extended Producer Responsibility for packaging (pEPR) scheme from 2025, which will be implemented by separate legislation. These Regulations make a number of amendments to the Packaging Waste (Data Reporting) (Scotland) Regulations 2023 (the data regulations). The Packaging Waste (Data Collection and Reporting) (Wales) (Amendment) Regulations 2024

These Regulations amend the Packaging Waste (Data Collection and Reporting) (Wales) Regulations 2023. The purpose of these Regulations is to clarify the division of responsibilities between brand owners, packers/fillers, importers and first UK owners and distributors, and to place a requirement upon Natural Resources Wales (NRW) to produce guidance in respect of household packaging and to publish a list of large producers. These Regulations also provide a number of miscellaneous amendments including clarification of sentences and amendment of typographical errors. The Environmental Protection (Disposal of Polychlorinated Biphenyls and other Dangerous Substances) (England and Wales) (Amendment) Regulations 2024

These Regulations amend the Environmental Protection (Disposal of Polychlorinated Biphenyls and other Dangerous Substances) (England and Wales) Regulations 2000. This instrument is being made to clarify technical language in existing legislation for polychlorinated biphenyls (PCBs). In 2020, amendments were made to the PCBs Regulations to reflect a Stockholm Convention requirement to remove equipment containing over a certain threshold of PCBs by the end of 2025. Stakeholders subsequently brought to the attention of Defra that there was some ambiguity in the clarity of the language used. This corrective instrument is necessary to provide clarity to stakeholders around references to volumes of PCBs in equipment to ensure there is no ambiguity over which pieces of equipment must be removed from use by the 31st December 2025 deadline. The Electricity Supplier Obligations (Excluded Electricity) (Amendment) Regulations 2024

These Regulations amend the Electricity Supplier Obligations (Amendment & Excluded Electricity) Regulations 2015 (the 2015 Regulations), which make provision for indirectly exempting eligible Energy-Intensive Industries (EIIs) from part of the costs of funding the Contracts for Difference (CfD) scheme. The CfD scheme is set out in the Contracts for Difference (Electricity Supplier Obligations) Regulations 2014. The Electricity Capacity (Supplier Payment etc.) (Amendment and Excluded Electricity) Regulations 2024

These Regulations make provision for indirectly exempting eligible Energy Intensive Industries (EIIs) from the costs of funding the Capacity Market. This instrument does so by recognising certificates issued pursuant to the Electricity Supplier Obligation (Amendment & Excluded Electricity) Regulations 2015 and by making technical amendments to the Supplier Payment Regulations, such as to the formulae and schedule used in the calculations for supplier payments to the Capacity Market to deduct electricity consumption of EIIs from such supplier payments. The Energy-Intensive Industry Electricity Support Payments and Levy Regulations 2024

These Regulations make provision for electricity support payments to be provided to energy-intensive industries (EIIs) for the purpose of alleviating the impact of electricity costs. The instrument sets out how such payments are to be funded (through a levy on electricity suppliers) and appoints an administrator (Elexon Ltd) to administer the compensation and levy schemes. The Waste Separation Requirements (Wales) Regulations 2023

These Regulations set out the separation requirements in Wales for the purposes of section 45AA of the Environmental Protection Act 1990 (c. 43) with the aim of ensuring that waste is managed in a manner that promotes high quality recycling. The separation requirements apply in respect of all premises other than domestic properties and caravans. The Prohibition on Disposal of Food Waste to Sewer (Civil Sanctions) (Wales) Order 2023

These Regulations makes provision in relation to the prohibition on the disposal of food waste to sewer under the Environmental Protection Act 1990. A civil sanctions regime is introduced to enable the regulator to impose fixed monetary penalties, variable monetary penalties and non-compliance penalties. The Environmental Protection (Single-use Plastic Products) (Civil Sanctions) (Wales) Regulations 2023

These Regulations enable a local authority, as regulator, to impose civil sanctions in relation to the offence of supplying prohibited single-use plastic product (Section 5) of the Environmental Protection (Single-use Plastic Products) (Wales) Act 2023. The Prohibition on the Incineration, or the Deposit in Landfill, of Specified Waste (Wales) Regulations 2023

These Regulations prohibit the incineration, or the deposit in landfill, of specified types of waste. The types of waste are food, small electrical and electronic equipment, card, cartons, and certain textiles. The prohibition is achieved by adding specified types of waste to Schedule 9, Part 4, paragraph 1 (waste separately collected for preparing for re-use and recycling not to be incinerated) and Schedule 10, paragraph 5A (waste separately collected for preparing for re-use and recycling not to be landfilled) to the Environmental Permitting (England and Wales) Regulations 2016. In addition to this, there will be a prohibition on the deposit in landfill of waste wood (whether or not separately collected). The Landfill Disposals Tax (Tax Rates) (Amendment) and Tax Collection and Management (Wales) Act 2016 (Miscellaneous Amendments) (Wales) Regulations 2024

These Regulations prescribe the standard rate, lower rate and unauthorised disposals rate for landfill disposals tax chargeable on taxable disposals (within the meaning of Part 2 of the Landfill Disposals Tax (Wales) Act 2017) made on or after 1 April 2024. The Scottish Landfill Tax (Standard Rate and Lower Rate) Order 2024

These Regulations provide for the annual increase in Scottish Landfill Tax rates. It specifies the standard rate and lower rate for disposals on or after 1 April 2024, as announced in the Scottish Budget 2024-25. The Conservation of Salmon (Scotland) Amendment Regulations 2023

These Regulations amend the Conservation of Salmon (Scotland) Regulations 2016 (the 2016 Regulations) which make provision for the conservation of salmon in Scotland. Regulation 2 amends the 2016 Regulations by substituting schedule 2 of the 2016 Regulations. The purpose of the current Regulations is to amend the 2016 Regulations to reflect the most recent stock assessment for the 2024 salmon fishing season. The Building (Approved Inspectors etc.) (Amendment) (Wales) Regulations 2024

These Regulations amend the Building (Approved Inspectors etc.) Regulations 2010 (the 2010 Regulations) to implement Part 3 of the Building Safety Act 2022 (the 2022 Act). Part 3 of the 2022 Act amends the Building Act 1984 (the 1984 Act) and defines the scope and provisions for the regime during the design and construction phase for higher-risk buildings. It also provides for the registration of building inspectors and building control approvers to better regulate and improve competence levels in the building control sector. The Building (Scotland) Amendment Regulations 2023

These Regulations ensure new domestic and non-domestic buildings, as well as existing buildings undertaking certain conversion works, no longer have their space heating, cooling and hot water demand met by heating and cooling systems which produce direct greenhouse gas (GHG) emissions. The Building (Fees) (Scotland) Amendment Regulations 2024

These Regulations  increase building warrant verification fees as part of a 3-year model to increase fees annually, allowing for an inflation uplift and dependent on monitoring and reporting. This will support changes being introduced to strengthen the building standards system through the work of the Building Standards Futures Board Programme. The Plant Health (Fees) (England) and Official Controls (Frequency of Checks) (Amendment) Regulations 2024

These Regulations implement the second milestone of the Border Target Operating Model, that comes into effect on 30 April 2024, to protect biosecurity and support trade between Great Britain (GB) and third countries. The Border Target Operating Model proposes a new approach to sanitary and phytosanitary (SPS) controls applying to imports of live animals, animal products, high risk food and feed of non-animal origin, plants and plants products at the border. The Plant Health (Import Inspection Fees) (Scotland) Amendment Regulations 2024

These Regulations amend the Plant Health (Import Inspections Fees) (Scotland) Regulations 2014 (the Import Fees Regulations) to ensure that fees are charged for plant health checks on medium-risk commodities imported into Scotland from third countries, that align with the new Border Target Operating Model (BTOM).
