The Clean Heat Market Mechanism Regulations 2025

These Regulations establishes a low-carbon heat scheme known as the Clean Heat Market Mechanism (CHMM). The CHMM will operate from 1st April 2025 and involves the imposition of low-carbon heat targets on the manufacturers of fossil fuel boilers whose sales meet certain thresholds. Targets are set by reference to a proportion of such boiler sales and must be met by the surrender of certificates representing installations of low-carbon heat pumps. The Persistent Organic Pollutants (Amendment) Regulations 2025

These Regulations make amendment to the annexes of Regulation (EU) 2019/1021 of the European Parliament and of the Council on persistent organic pollutants (POPs) (recast) (the POPs Regulation). Amendments to Annex 1 of the POPs Regulation relate to the manufacture, use and placing on the market of articles and substances containing POPs. The Persistent Organic Pollutants (Amendment) (No. 2) Regulations 2025

These Regulations make amendments to Annex 1 of Regulation (EU) 2019/1021 of the European Parliament and of the Council on persistent organic pollutants (POPs) (recast) (the POPs Regulation). The Certification of Fuels and Fireplaces (Charges) (England) Regulations 2025

These Regulations impose charges in relation to the certification of fuels and fireplaces (solid fuel appliances) for sale in England. Certification is required to ensure that fuels and fireplaces (solid fuel appliances) comply with smoke control measures in Part 3 of the Clean Air Act 1993 (as it applies to England) and the Air Quality (Domestic Solid Fuels Standards) (England) Regulations 2020 (the DSFS Regulations). Those measures support implementation of the United Kingdom’s obligations (so far as they affect England) to reduce harmful emissions under the United Nations Economic Commission for Europe Convention on Long-range Transboundary Air Pollution 1979 and the 1999 Protocol to Abate Acidification, Eutrophication and Ground-level Ozone (often referred to as the Gothenburg Protocol). The Town and Country Planning (Fees for Applications, Deemed Applications, Requests and Site Visits) (England) (Amendment and Transitional Provision) Regulations 2025

These Regulations increase the fees payable for applications for householder development, applications for prior approval and applications for the approval of details reserved by condition. The Regulations also introduce a new three-tier banded fee structure for applications to vary or remove a condition, with separate fees for householder, non-major (other than householder) and major development. The Building (Fees) (Scotland) Amendment Regulations 2025

These Regulations increase building warrant verification fees from the 01 April 2025, as part of year 2 of a three year model to increase fees annually, allowing for an inflation uplift and dependent on monitoring and reporting. This will support changes being introduced to strengthen the building standards system through the work of the Building Standards Futures Board Programme. The Waste (Materials Facilities) (Scotland) Regulations 2024

These Regulations make amendments to the Waste Management Licensing (Scotland) Regulations 2011 (the 2011 regulations) and the Pollution Prevention and Control (Scotland) Regulations 2012 to refer to an updated Code of Practice on Sampling and Reporting at Materials Facilities. The amendment will also increase the scope of facilities required to comply with the Code. The purpose of this instrument is to support the introduction of more-detailed sampling, recording, and reporting requirements at materials facilities. The Waste (Materials Facilities) Regulations (Northern Ireland) 2025

These Regulations amend the Waste Management Licensing Regulations (Northern Ireland) 2003 and the Pollution Prevention and Control (Industrial Emissions) Regulations (Northern Ireland) 2013. These changes will insert several key definitions into the 2003 regulations and, the 2013 regulations e.g. fibre-based composite material, materials facility, specified output material and waste material.
